ALGIERS — Algerian authorities have published an updated regulatory framework establishing the financial compensation rates and strict eligibility standards for public sector personnel, university researchers, and doctoral students undertaking short-term training and professional development programs abroad.
Issued via a joint ministerial decree by the Ministry of Finance and the Ministry of Higher Education and Scientific Research, the executive directive specifies the daily and monthly convertible foreign currency allowances allocated to civil servants and academic beneficiaries. The financial stipends are tailored according to the nature of the mobility program, the duration of the overseas stay typically covering periods up to six months—and the cost-of-living tier of the host destination country.
To ensure transparency and merit-based allocation, the regulations introduce a unified evaluation matrix for academic and professional candidates. Under the new criteria, applicants are ranked based on their academic rank, research output in indexed journals, past participation in national research projects, and contributions to innovation initiatives such as university-backed startup incubators. Additional evaluation points are awarded for academic publications in English and active pedagogical involvement.
The decree also establishes strict governance obligations for public institutions and administrative bodies. Department heads are required to submit quarterly operational reports detailing all temporary overseas missions and training allocations to the Prime Minister’s office to maintain budgetary compliance and administrative oversight.
By restructuring foreign mobility compensations, the Algerian government aims to streamline state expenditure on international professional development while modernizing human capital across national higher education and public administration sectors.
