DOHA — Iranian officials have submitted a formal nuclear framework proposal to the United States through Qatari diplomatic channels, marking a fresh attempt to open a diplomatic path following intense regional military escalation. However, Tehran has explicitly stipulated that substantive discussions on the draft will only begin after Washington fulfills a series of preliminary preconditions.
The development was confirmed by senior Iranian security official Mohsen Rezaei, who reiterated that Tehran has established seven mandatory prerequisites for engaging in formal talks. Key among these requirements are the immediate lifting of economic sanctions, the unfreezing of Iranian foreign financial assets, official war reparations, and concrete security guarantees. Iranian authorities have also reinforced that the reopening of critical shipping corridors through the Strait of Hormuz remains tied directly to Washington meeting these baseline terms.
The Qatari mediation push coincides with a complex political shift in Washington following the U.S. midterm elections. While the Biden-Trump transition backdrop has kept American foreign policy under close scrutiny, the U.S. State Department is currently reviewing the Qatari-transmitted text. Washington maintains its long-standing position that comprehensive nuclear safeguards and monitoring arrangements must be embedded directly within any initial agreement.
Qatari mediators continue consultations between both capitals to establish a mutually agreeable mechanism for confidence-building measures. Regional observers note that while the delivery of the draft signals a willingness to engage, the strict sequence of conditions attached by Tehran leaves the immediate timeline for direct bilateral negotiations uncertain.
