Saudi Arabia’s Development Fund has inked deals worth $403 million in six major projects with the Syrian government to develop essential community infrastructures and utilities.
The agreement was signed during an international meeting that included the Saudi Crown Prince Mohamed bin Salman and the Syrian president Ahmed Al-Sharaa. In the event of signing the pact, Sultan Al-Marshad of the Development Fund and Mohammed Yisr Barnieh from Syria’s Finance Ministry signed the deal on behalf of the two countries.
The agreement includes funding to be distributed in several key industries. A significant allocation of $90 million is dedicated to rehabilitating the Aleppo Thermal Power Plant to stabilize regional energy grids. Additionally, $30 million will target the modernization of municipal drinking water networks, while $105 million has been earmarked to equip 25 civil defense centers to enhance emergency response capabilities.
Further addressing civilian welfare, $60 million is assigned to reconstruct roughly 10,000 damaged housing units, fostering social stability and aiding displaced families. The healthcare sector will receive $100 million to build, equip, and restore hospitals and medical centers, widening access to crucial treatments. Finally, more than $18 million will drive digital transformation initiatives within the Syrian Ministry of Finance, boosting transparency and administrative efficiency.
This multi-sectoral assistance builds on prior engagement, following two strategic grants delivered by the Kingdom via the SFD in September 2025 that supplied critical crude oil and covered partial public sector salaries. Officials emphasize that these ongoing interventions are designed to bolster sustainable economic recovery and elevate living standards for local communities throughout Syria.
Regional observers note that this major financial injection signals a broader effort to reintegrate Syria into the regional economic landscape. By prioritizing core municipal foundations and social safety nets, Saudi Arabia aims to establish long-term stability and stimulate broader development across affected areas.
