BARCELONA — The Real Estate Balance Program, locally known as Tawazoun, has captured top honors at the World Smart City Awards 2026 in Barcelona, Spain. Supervised by the Royal Commission for Riyadh City (RCRC), the initiative secured first prize in the Infrastructure & Building Award category, outperforming a competitive international field of 533 entries representing 68 countries during the Smart City Expo World Congress held from November 3 to 5.
The prestigious global recognition highlights Saudi Arabia’s successful deployment of innovative urban planning strategies designed to stabilize property dynamics within its rapidly expanding capital. By addressing housing availability and structural market demand, the award-winning program serves as a central pillar in Riyadh’s broader modernization agenda under Saudi Vision 2035, reinforcing the city’s ambition to rank among the world’s most livable and technologically integrated metropolises.
Tawazoun earned international acclaim for its systematic approach to enhancing balance across Riyadh’s housing sector, expanding the supply of residential land, and widening sustainable homeownership opportunities for citizens. A core operational achievement celebrated at the summit includes the allocation and provision of 40,000 residential land plots, directly easing urban density pressures while expanding affordable housing access for local families.
The award ceremony formed a highlight of the Royal Commission for Riyadh City’s active delegation at the Barcelona exposition, where municipal leaders presented the Saudi capital’s comprehensive digital transformation framework. Commission representatives showcased advanced smart city infrastructure, including the RCRC Open Data Portal, artificial intelligence applications, spatial digital twin modeling, intelligent traffic management networks, modernized public transit systems, and the ongoing Green Riyadh environmental initiative.
International experts at the congress commended the Kingdom’s data-driven approach to municipal governance and sustainable property expansion. By merging real estate market regulation with digital infrastructure development, Riyadh’s experience offers a benchmark for global cities navigating rapid urbanization, population growth, and housing affordability challenges.
